How far is the border from the page edge?

The border is placed a small distance from the page edge to preserve a margin. This ensures the border is fully visible even with printers that have a small print margin. With the double border, both lines are slightly apart for a classic effect.

Can I add a border to only certain pages?

The current border tool adds a border to all pages. If you only want to adjust certain pages, first split the document with the split tool, add the border to the desired part and then merge the parts together.
