PDF guide for policy officers in government and organisations
2 min read·11 February 2027
Policy officers draft policy notes, advisory documents, evaluation reports, and legislative analyses. PDFrust helps professionally compile, annotate, and distribute all these policy documents.
Compile a policy note
A policy note contains the problem analysis, policy options, chosen approach, and implementation. Merge all submitted texts into one coherent note. Add page numbers and a table of contents. Compress the final file for digital circulation within the organisation or ministry.
Protect advice for external parties
Policy advice is sometimes confidential and intended for a specific audience (management, board, minister). Protect the document with a password and set copy protection. Add a watermark ("CONFIDENTIAL") to draft versions circulated for comment.

Bundle consultation responses
During consultations, policy officers receive responses from many parties: citizens, businesses, umbrella organisations, and advisory bodies. Merge all responses into a clear consultation dossier. Annotate each response with the category (support/objection/neutral) for processing.
Archive legislative analysis
Analyses of legislation, parliamentary letters, and EU regulations are distributed as PDF. Merge relevant legislative texts, explanatory notes, and the policy analysis into one reference dossier. Use OCR for scanned older legislative texts not digitally available.
Format an evaluation report
Policy evaluations are conducted by external agencies and delivered as a report. Merge the external evaluation report with the policy response and cover letter into one final presentation document. Make this document available for publication on the website or for parliament.
