Policy officers at government bodies, municipalities, and public organisations produce policy notes, advisory reports, consultation reports, and decision documents adopted by executives. Accurate PDF management supports transparent decision-making and statutory archiving requirements.

Merging policy notes

A policy note consists of the problem analysis, policy options, cost estimate, legal review, and recommendation. Merge all components into one PDF with a table of contents, page numbers, and an executive summary as the first page. Save as PDF/A for the public access archive.

Bundling consultation reports

Public consultation processes generate hundreds of submissions. Merge all submitted responses into one overview dossier. Insert a summary table with the names of submitters and the themes. Compress the resulting document for upload to the government portal.

Stamping decision documents

Decision documents for the city council or executive board go through multiple phases: for discussion, for advice, for decision. Stamp each document with the meeting date and agenda item number. Flatten approved documents to prevent later annotations.

Securing policy reports for publication

Reports containing sensitive information about ongoing procurements, individuals, or financial projections are internally classified before publication. Protect the internal version with a password and watermark with "INTERNAL – NOT FOR PUBLICATION". Remove the protection from the published public version.

Documenting freedom of information requests

For freedom of information requests, documents are selected, assessed for disclosure, and where necessary redacted. Merge the relevant documents per FOI request reference, redact illegible passages, and archive the final result as PDF/A for the FOI administration.
