PDF guide for urban designers and spatial planners

2 min read·3 October 2026

Urban designers draw up structural visions, guide zoning plan procedures, and communicate with residents via participation reports. With the right PDF tools, plan maps, policy texts, and consultation reports are clearly combined into accessible planning documents.

Compiling structural visions and zoning plans

A zoning plan consists of multiple parts: explanatory memorandum, planning rules, and the plan map. Merge the memorandum and planning rules into one PDF document. Add large plan maps (A0 format) as a separate attachment via the merge tool. Insert bookmarks per article so planning rules are quickly searchable when consulting the environmental portal.

Optimising plan maps for PDF

CAD exports or GIS prints of plan maps are often large (50–200 MB). Compress the plan map PDF via the compress tool to a workable file format for digital consultation. When converting vector maps from GIS to PDF, use the SVG-to-PDF conversion path for a lossless result.

Creating a participation report

The participation report documents the public consultation responses and the municipal reply. Merge all received submissions into one PDF. Merge the response memorandum with the submissions. Stamp each component with the date of receipt and the registration number for official recording.

Compiling an environmental permit application file

An environmental permit application includes drawings (floor plans, elevations, cross-sections), a spatial justification, environmental surveys, and supplementary reports. Merge all attachments into one PDF package in accordance with the requirements of the competent authority. Compress the total package for submission via the digital portal.
